wx93 for macOS, Windows and Linux

The desktop app is wx93 in its own window, with a menu command to shorten whatever is on your clipboard. It carries the CLI inside it, so installing it also gives you wx93 in the terminal with no Node needed.

Builds are unsigned for now; macOS may ask you to open it from Finder the first time.
